About the assessment
WhatsApp keeps your messages private by encrypting every message and call end-to-end with the Signal Protocol. This was confirmed by an independent Cloudflare key-transparency audit in October 2025. But beyond that, Meta collects a lot of metadata, such as your contacts, app usage, device details, and behavioral data for advertising. Since Meta is a US company, this metadata can be accessed under FISA Section 702 and the CLOUD Act. Meta AI is built into WhatsApp by default, and most users worldwide cannot turn it off. Starting in January 2026, Meta also blocked other AI assistants from working with WhatsApp. The EU officially called this move anticompetitive in February 2026. WhatsApp is not open-source, cannot be self-hosted, and only lets you export limited data.

WhatsApp has applied the Signal Protocol for E2EE to all personal messages, group chats, and voice/video calls by default since 2016. Since October 2025, Cloudflare has independently verified WhatsApp's Key Transparency audit proofs via its public Plexi tool. This gives outside parties a way to confirm encryption keys haven't been secretly substituted. E2EE does not cover metadata (who you message, when, how often, IP address). Chat backups to Google Drive or iCloud are not E2EE unless the user explicitly enables encrypted backups.

WhatsApp shares user metadata — phone numbers, device identifiers, usage behavior, IP addresses, and the contacts graph — with Meta's family of companies. Linking a WhatsApp account to Meta's Accounts Center ties this data to a user's advertising profile. WhatsApp began showing display ads in the Updates tab in July 2025. Since December 16, 2025, Meta AI interaction data has been used to personalize ads across Facebook, Instagram, and WhatsApp. India's Chief Justice has described WhatsApp's privacy policy as "a decent way of committing theft of private information."

Meta AI is embedded by default in WhatsApp's search bar and can be injected into group chats. Unlike message content, interactions with Meta AI are not E2EE and are processed on Meta's servers. Since December 16, 2025, Meta has used this AI interaction data to personalize ads globally. A formal opt-out is available only in the EU, UK, Switzerland, Brazil, Japan, and South Korea, jurisdictions with data-protection laws Meta could not satisfy with an opt-out default. Users elsewhere, including the US, have no opt-out. Thirty-six consumer and privacy groups filed FTC complaints over the change.

Cloudflare's ongoing Key Transparency audit (from October 2025) continuously and publicly verifies WhatsApp's encryption key directory via its open Plexi tool. Appknox conducted a penetration test of WhatsApp Android (June 2025) with a published summary confirming E2EE robustness while flagging other issues. Meta Engineering performed a peer review of the architecture behind WhatsApp's "Private Processing" AI system (April 2025). Together, these provide WhatsApp's core encryption with more independent, public scrutiny than a typical closed-source app, justifying full credit here.

Only unofficial Flatpak wrappers for WhatsApp Web exist, and they are not distributed on F-Droid. The official Android app also requires Google Play Services. Since November 2025, WhatsApp has opened limited EU third-party chat interoperability (with BirdyChat and Haiket, on iOS/Android only) under the Digital Markets Act. Meta publishes a Responsible Business Practices page, but its conduct contradicts it: WhatsApp introduced Updates-tab ads in July 2025, reversing a no-ads commitment made at acquisition. Meta AI was integrated without meaningful consent. On 15 January 2026, Meta banned rival general-purpose AI assistants (ChatGPT, Perplexity, Luzia, Poke) from WhatsApp's Business API, making Meta AI the only assistant available to roughly 3 billion monthly users. On 9 February 2026, the European Commission formally charged Meta with breaching EU competition rules over this policy. The EU's antitrust chief stated Meta's access fees make WhatsApp "no longer economically sustainable" for competitors. Italy's antitrust authority had already ordered Meta to halt the practice domestically in December 2025.

Since 2020, it has matched 100% of its electricity consumption with renewable energy and maintains net-zero operational emissions; by January 2026 it had contracted over 30 GW of clean energy projects globally.
