Google Search
Free and dominant since the '90s, but every query builds an ad-targeting profile, and a federal court ruled Google's search monopoly was maintained illegally through default deals.
About the assessment
Google Search has been around since 1997 and is still free, fast, and widely used. Some of its strengths are that you can export your full search history in JSON format, the results page includes real accessibility features, and its bug bounty program paid out over $17 million in 2025 across all Google properties. Each search helps Google build an ad-targeting profile, and there is no end-to-end encryption because Google needs to read your queries. In 2024, a federal court found that Google kept its search monopoly illegally through default placement deals, and the DOJ is still working to break up the company. AI Overviews now use Gemini 3 for more than 2.5 billion users each month, which ties search even more closely to Google's advertising business.
Strengths
- Full history export via Takeout in JSON
- Skip links and heading hierarchy on results page
- Dedicated accessibility help page published
- $17M+ VRP payout to 700+ researchers in 2025
- Pure web service; no install, works on Linux
- 29 years of continuous operation
- Active investment: AI Overviews, AI Mode, Gemini 3
- Publishes annual environmental reports
Weaknesses
- Closed source; ranking algorithm fully opaque
- No E2EE; Google reads every query by design
- Every query feeds ad-targeting profiles by default
- US infrastructure; subject to CLOUD Act
- Federal court: default deals maintained illegal monopoly
- No self-hosting; fully Google-operated
- Sponsored/organic blending under repeated FTC scrutiny
- Emissions up 18% YoY; net-zero goal removed from site

Google Search is operated by Google LLC, a subsidiary of Alphabet Inc., headquartered in Mountain View, California. Query processing, ranking infrastructure, and account-linked search history run on Google's US-based infrastructure, subject to the CLOUD Act, with no data-residency choice for consumers.

Search traffic is encrypted in transit via HTTPS and stored search history is encrypted at rest. However, Google must read every query to return results and retains the ability to access stored activity. There is no end-to-end encryption option, and none is possible for a live-retrieval search service as it is for stored notes or files.

Search activity is a core input to Google's ad-personalization systems. Unless a user disables ad personalization through My Ad Center or turns off Web & App Activity, queries and click-throughs build a behavioral profile used to target ads across Google's properties and partner network.

Google uses search queries to improve its AI systems, including AI Overviews and ranking models. There is no single opt-out for all AI uses with search data. Google states that disabling AI data sharing requires multiple separate controls: turning off Gemini Apps Activity (for chat training), Web & App Activity (for personalization), and Workspace smart features. There is no unified switch. The opt-out for AI training of search ranking and retrieval models is not clearly documented as a distinct control. Web & App Activity governs personalization, not model training. The controls are fragmented, non-obvious, and their scope regarding AI training is ambiguous.

Google's Vulnerability Reward Program covers Google and Alphabet web properties broadly, including google.com, and a dedicated Abuse VRP that targets abuse and integrity issues such as search manipulation. In 2025, Google paid more than $17.1 million to over 700 researchers across its VRP family. This is an active, well-funded, continuously updated external security program, not a single static third-party penetration-test report.

3Pricing ModelHow users pay for the product, whether pricing relies on exploiting user data, and how fair and transparent prices are across regions.28.6%
Search has no price, subscription, or paywall. Given the ad-personalization use of query data documented under 1.3, this is a "free" product monetized through user data, not a truly non-monetized public service.

Search carries no feature gate or paywall of any kind. Every user gets the same product. But that free access sits within the data-monetized ecosystem, which is scored at 3.1, so it does not meet the strict "no data monetization" condition for full marks.

Search has no pricing plans to misrepresent, but the FTC has repeatedly flagged the visual distinction between sponsored and organic results as a concern. In 2013, it issued formal guidance asking search engines to disclose advertising more clearly and prominently. Dark-pattern research continues to cite ad/content blending as a risk area for search engines generally. This keeps Search out of the top tier despite having no direct price to be transparent about.

Google Search has no price at all, not even an optional paid tier or bundled subscription. The N/A condition for this question applies, reducing Section 3's maximum from 17 to 14.

4Ownership & PortabilityUser control over data and vendor lock-in, including export, self-hosting, offline use, cross-platform availability, and accessibility.64.7%
Google Takeout lets users export their full search history ("My Activity" → "Search") in JSON, including every query and clicked result with timestamps. This is an open, machine-readable export of the user's meaningful Search data.

There is no self-hosting option. Search depends entirely on Google-operated indexing and ranking infrastructure.

Web search without an internet connection is a contradiction in terms — there is no web to search. This is not a design choice Google could have made differently; it is structural to the product category. The question is N/A, reducing Section 4's maximum by 3 points.

Unlike a native app, Google Search is a pure web service: no installation is required, and it works the same in any standards-compliant browser on Windows, macOS, Linux, BSD, ChromeOS, or mobile devices. This makes it accessible everywhere without a proprietary client, meeting the top tier for this question.

Google documents dedicated accessibility features for Search. These include skip-to-content and accessibility-help links at the top of every results page. There is also a heading hierarchy (H1/H2) that lets screen-reader users navigate results by section, such as "Sports results" and "Videos." "Videos").

In August 2024, a US federal court ruled that Google illegally maintained its search monopoly largely through exclusive default-placement deals covering Search itself. In September 2025, the remedies rejected forced divestiture of Chrome but imposed behavioral restrictions. These included a ban on exclusive Search distribution contracts and a mandate to share data with qualified competitors. The DOJ has cross-appealed for stronger structural remedies. This is a specific finding about how Search itself maintains its dominance.

Google publishes annual environmental reports, which is a mark of transparency. However, the substance of those commitments has deteriorated significantly. Google's greenhouse gas emissions rose 18% year-over-year between 2024 and 2025, driven by AI data center expansion, with electricity demand up 250% since 2019. Google has admitted that its climate goals are "getting harder" to achieve and quietly removed its net-zero commitment from its public website. The 24/7 carbon-free energy goal for 2030 remains stated but is tracking in the wrong direction. This is "some indications" territory — annual reporting exists, but the policy is incoherent given the gap between stated goals and actual trajectory.

6Longevity & CommunityHow long the project has been actively maintained and how healthy and engaged its user and contributor community is.80%
Google's search engine has operated continuously since the google.com domain was registered in September 1997 and the service went live shortly after, ahead of Google Inc.'s formal incorporation in September 1998 — 28-29 years of continuous operation as of this evaluation.

There is no public contributor community, bug tracker, or roadmap because Search is closed and proprietary infrastructure. Google ships continuous heavy updates. AI Overviews reach 2.5 billion monthly users, AI Mode surpasses 1 billion monthly users, and Gemini 3 will become the default AI Overviews model in January 2026. This indicates active, well-resourced vendor development.
